Actually, the idea of Goku wishing for the destroyed universes to be restored is something I'm suspecting too.
However, I have another idea. I believe each universe will be "merged" with its "twin". For example, Universes 7 and 6. I personally like the odea, because it means Goku and Vegeta could interact with a whole planet of Saiyans.
I never thought of the fusion but that be a good twist? Idk how they decide who the God of destruction for the fused universes are
