Because otherwise there would be nothing preserving the harem situation. If the protagonist were a confident, decisive character, he'd just woo a girl and that would be the end of it. To have a harem around a character like that, he'd have to be purposefully acting to create and preserve that situation. In other words, he'd be an asshole. That can be entertaining in its own way, but isn't really the way to go if you want the audience to actually have some amount of empathy for the characters.
