Please define what you think are "shoujo elements", user. Because I'm pretty sure you have no idea what you're talking about.

to be fair, utena is more of an examination and deconstruction of certain fairy tail and shoujo archetypes and tropes with lots of psychological and symbolic elements among MANY other things
RoV on the other hand has a pretty straightforward narrative following the events that lead to french revolution. It didn't require diving into the metaphisycal "deep" stuff to progress the narrative or character development
tl;dr they are not quite the same genre

Shounen - aimed at a young male audience
Shoujo - aimed at a teenage female readership
josei - aimed at women in their late teen and on
Seinen - male equivalent to josei
those are demographic groups

The shounen genre generally has a lot of action, simplified dialogue, and relatively long monologuing in battles to explain abilities to the audience.

demographic - seinen

honestly one of the most compelling, badass, multilayered and human characters in fiction.

yeah, it's just that if someone tells you that a certain anime is a shounen, it doesn't give you (or at least me) any idea what the show is about, only the demographic group it is aimed at.
But if they say it is mecha (genre), for example, at least you know that it will have giant robots in it.
