Based on Shank's attitude from the beginning of the series, Devil Fruit powerhouses weren't as common then as they are now so it's possible that he never even witnessed an awakened paramecia. And also Rayleigh was more hands off, letting Luffy build his strength against the animals and just focused on teaching Luffy the basics of haki so that Luffy would strengthen it himself. He even left six months before the timeskip finished because Luffy already picked up on the basics.

I doubt Luffy will be able to meld or shape his surroundings, but I am sure that his Awakening will involve turning his surroundings into rubber, which I have no idea how it can benefit him in battle besides turning any location into a fucking trampoline or a bounce castle, but it would make sense.
