Savescumming a Hitman level makes me feel dirty though. If I get spotted or someone finds a body I restart the whole thing.

Absolutely. If you die, there's no reason to backtrack all the way back to where you were when you can just press a single button. People hate "savescumming" because they're jealous they don't have the mental capacity for saving time.

If I'm playing a game with a limited amount of lives or continues, I'll save state at the beginning of a level, maybe. If there's an enemy or encounter or boss or something deep into a level and I have to go through the whole level again just to get mollywhopped by him a third or fourth time, I'll probably save state right before it. But I don't save state every 10 or 15 seconds while playing a game.

There's nothing that stops him from jumping.
There's still plenty of time to, I don't know, take one fucking step to the right and tumble onto the roof, or tumble back down the stairs.

The platform is falling away from the building as soon as he's sent back. The length of stairs he would fall back on is crumbling away from the building as well.
He can still try to trow himself on the lower platform. He has infinite tries but he's not even trying.

That's at least a 15 or 20 foot leap on something that's crumbling and falling away. He's in a no win situation, that's the entire point of the story. You're just a big dummy thinking you'd do any better.
If it's how the game is designed, such as Fallout, TES, or Pokemon, then absolutely. It really kills the experience for me and I usually avoid those games altogether because they are made with savescumming in mind.
Dark Souls games are a perfect example of saving and death done right.

Yes. I try not to do it with emulation though since it's addictive and often ruins the game for me. It's really tempting though. I do it with PC games all the time though, no regrets.
In the first few frames of the webm it's clear the platforms are around that length apart. As soon as he resets the platform falling, making it even more unfeasible to jump such a distance. He wouldn't make it.
quick saving is perfectly fine. if you think 'scumming' is bad then don't use it, that's your choice and you can enjoy the game as you see fit and play and beat the game according to your own standards and practices.
today's autosave is pure trash that further compounds the stupidity of shit like a game with one save slot. all it does is lock you down and if you find a game that has a really cool level or moment you wanna play again you have to play the whole game over again, creating artificial playtime padding developers can brag about.
everyone should be given choices and options to tailor a game to their preferences, instead we're all pigeonholed into limitations.
you know what happens when you jump in a falling elevator? you slam into the ground a fraction of a second later, and die.
if you want some indepth analysis, the stairs collapses while hes standing straight up, feet together. he has no spring. to jump, he needs to lower himself, then raise himself. since the platform below him is falling, he could offset some of the speed, but not the other 99% that kills him
The reset point is right at the start, at the split second before it falls. He could probably make the jump. The landing would hurt but falling 15-20ft is easier to survive than however tall that building was.
Why doesn't he go back the instant he goes back

sometimes playing old games I used to own, on emulator I'll save state some shit like rng manipulation just to avoid having to grind out some stupid boss for 2 hours for a 0.2% drop in cases of rpgs and stuff

Depends on what's the definition. I usually only use the quicksave as the normal save/load and a standard save file from time to time. That way if I fuck up I have to deal with it or lose an hour or three of gameplay.
Its worse when are playing a jrpg for 3 hours at a time.

They're the same people who think using an item in a JRPG is cheating or that if you summoned for a boss, you didn't really beat them. Any tools a game gives you are perfectly valid ways to complete any obstacles.
I occasionally abuse savestates/QS, but only after trying something and failing a few times.
I use them in moderation, back when I was a kid I had all the time in the world to spend on one game but these days my time is more limited and my game library is so large that I can't justify repeating a lot of content in one old game.
If the game actually has quicksaving built-in, sure. Good example would be the TES games or Abe's Exoddus. In this case the games are most likely built around the fact that it has quicksaving.
Save states? Fuck no. Games are supposed to be challenging. You're supposed to not want to die because you have to backtrack. Save states destroy good classic games that never was intended to have such features. If you use emulator features like speeding up the game, save states or otherwise fuck with the game because it is hard or tedious you're a fucking pussy and you don't deserve to play those games in the first place. You are supposed to feel the reality of dying, you're supposed to feel like something is tedious and by using save states you completely destroy the intention of the game, regardless if the game is "very hard" or not. Good example here would be Legend of Zelda II: Adventure of Link, if you use save states in this game you are a talentless piece of filth and should shove glass shards in your dick.

99% of the time the intention of the game was to waste as much of your time as possible to pad out the length of the game, savestates and fast forward all day everyday with old games.

I recently completed Divine Divinity Original Sin and I had to save scum at points because there are quite a few sections that will fuck you up if you are going through it the first time.
Great game though. I don't think that save scumming ruined it.
