Seems like it's just a way to keep Future Sound and Colorful Tone as a single game even though they're separate.
So you launch Prelude, and then have the option to buy one or both of the packs, and now they're both in that one app as opposed to being separate games in the PS Store.
That'd be my guess.
Let's the two mingle easier as well, I'd imagine.
