Eh, I'm on the fence about it. His tech prowess introduced in the Adventure games is the only thing that kept him from ending up Amy Rose levels of uselessness in the grand scheme.

Not really, he's the innocence and the heart, but he's also competent and helpful without an annoying, overbearing, obsessive personility like Amy. He's also clever, but not incredibly so, and he's not without childlike naivety.

classic tails was still a smart mechanic, he built the original tornado, but he relied on that stuff much less. it's just something that got expanded on to flesh out his character a bit and diversify him from the rest of the crew. Plus it makes for an easy deus ex machina when he can just pull shit out of his ass to fix things.

Tails can fly and is fun to play as. Luigi is just a green Mario that can sometimes jump higher.

Or just make things more confusing like in Lost World.
