The point of PC gaming is that you can choose between all of these at any point.
I can play 4k at 30fps or i can play 1080p at 300 fps. I never use V-Sync because I'm not stupid (and I play twitch-reaction games).

Some games tear so bad that it is awful, so the increase in latency is worth it. Especially in a non competitive scenario.

Vertical sync. In some games, there is a screen tear effect that can be noticable. Vsync alleviates or gets rid of this tearing, but it caps the frame rate at your monitors refresh rate.

It also introduces lag because it builds a buffer of frames that it has to go through instead of serving new ones.
