PSN+ is only for Multiplayer(F2P, MMO, apps do not require) multi save game back ups, free themes, "free" games, "free" shows etc.. Besides, it's been five minutes every month making a new PSN and get 30 days free every month. Because PS plus is shared throughout the entire system(One user has it, every user has it)

I've a 2 year-old system with an i5 and a Radeon HD7950, I run games at 1600p and 60fps.
Most games these days are as optimized as constipation though, even so I can manage to play them. When they're actually well-optimized, I have no problem running then with most graphical options turned up to the max.
You realize the 610 runs games from last generation at 60fps right? Also you comparing 5fps to 30fps is truly pitiful.

At least when I drop frames it I only feel it instead of actually seeing it on the refeshrate of my monitor.
For many games 60 fps isn't even enough, you should really consider something better than a 30fps build son for just a bit more

You can probably get a used 970 for $150 or less pretty soon with the new cards coming out. That alone will perk up any budget box well past PS4 capabilities.

Biggest issue is people usually don't have monitors/mice/keyboards. I helped 2 friends make pcs over the last year and both cost about 850 dollars with accessories. The cheap console killer pcs are a meme since anyone sane would buy a good CPU to last the next 5+ years without bottlnecking. I still use an i7 960 from 2009 with a 970 and don't run into issues. The whole point of having a PC is the modular capabilities, where I've upgraded ram, gpu, and storage in 7 years. I might buy a new case/CPU mobo this summer a give my old computer with all my old parts to my older brother so we can overwatch.
