The designs back when Pokemon first started are all really inconsistent. What happened was that they sat their asses down and worked on finalized designs. Isn't it shocking?

The original pikachu was hard to animate well to give the character in the anime fluid motion, so they made his limbs more prominent in order to allow better animation.

2. By being a mascot his portrayal slowly became more cartoony like an animated character instead of a creature in the pokemon world
