Every big western video game is designed the same way a Pachinko machine is designed. Even the 'indie' market is chock full of 'early release' caveats and in-game shops.
Hell, even games without extra charge (except for continuous lazy DLC) like Binding of Isaac are designed exactly like a slot machine. Why do you think roguelite genre is so popular? Because gambling is addictive.
Pachinko business is older than videogaming and it's pretty much exclusive to Japan. It comes close, logically, as both Valve and Konami investing in gambling business, but it would be a better example if konami decided to make an MGS game with loot/tf2/cs:go crates and microtransactions.

Konami will eventually make more MGS and Silent Hill games and I sincerely doubt their MGS game will be worse than PW or V and their SH will certainly be better than any of those after SH 4.

Aside from 1-2 buys to go Premium in TF2, I never got involved in any Mannconomy/skins/crates/cardsales/etc gambling that Valve became centered around. I just play the actual damn games and design maps for them.
