The gtx 1080, and the gtx 1070 as well, are completely, utterly overkill for 1080p 60fps gaming. These cards are 1440p or 144hz cards. I mean it's your money, but just know you're wasting your own money by buying graphics cards that overkill for 1080p 60fps.

If I'm gonna get a GTX 1070 and I need a GPU now, can I buy a 970 from EVGA's site and then use their step up program to upgrade to a 1070 when they're released? I'm getting extremely impatient and I don't have a GPU right now to play precious vidya.

I don't think you'll be able to do 1440p 60fps maxed in newer games, but with some settings turned to high instead of ultra you might hit it.

I have a 4GB GTX 680. I'm hopefully going to be upgrading to a GTX 1080 in a few months, with a waterblock to add it to my custom loop (my GTX 680 is air cooled). This venture might get costly because I'll probably also need to add a 120x120mm radiator to my loop to compensate for the additional heat (I've got a D5 pump though, which should have no trouble driving a CPU, GPU and 360mm worth of radiators). I'll probably do it as a Christmas gift for myself. Hopefully by then there are some good waterblocks available.

It's called future-proofing. The 1070 is an extremely cost effective card that will guarantee you'll run ANYTHING at 1080p60fps for years to come.
There are benefits to water cooling even if you don't OC-- the biggest one being that you can have the fans run at a very low RPM which makes the performance whisper quiet.

We can't know, there aren't many benchmarks for the cards out. You'll definitely be able to handle it at 1440p 60fps at medium/low settings at worst.

Just did a semi-major upgrade and sold my 980 Ti for $550 to get a GTX 1080, got a new case, and some better RAM then what I had previously (32GB is absolutely overkill, but RAM prices for DDR3 are so cheap right now, fuck it).
I do like the 1080 and I have not had the issues other have. However, if you can get a 980 Ti for $350 new or used, or a 1070, you are good. It boils down to your resolution at the end of the day, and framerate you want to play shit at.

according to steam hardware surveys, virtually no one games at higher than 1080p. those cards are built for 1440p, using them for 1080p shittery is just consumerist waste.
these cards are in a weird spot where they're too powerful to be useful to 95% of pc gamers. there's never going to be a time in the next 5-6 years where a gtx 1080 is appropriate for 1080p 60fps gaming.

Not really. Nvidia game themselves more time to produce the 1070, and uses more readily available parts than the 1080 (namely gddr5 vs gddr5x). They might sell out, but it won't be as bad as the 1080.

for good reason too. VR is entirely minigames and little tech demos. in terms of gaming, it's just as gimmicky as the wiimote/psmove/kinect because it doesn't allow for proper movement of your character, which limits the amount of games that can be made for it.

1440p and 4k monitors haven't taken off because there wasn't the graphics cards to power them. This fixes that, especially with the 1070 making 1440p gaming cheaper.
