I know there's Paradox games, played HoI 2 and DH to death, tried to play CK2 and it runs like shit on my PC (surprisingly HoI 3 runs good)

DH and HoI3 are the best in my opinion, mostly because I enjoy the setting.
Victoria 2 is also good, more like eu than hoi, but slower paced and more focus on economy and industrial development.
You might want to take a look at Knights of Honour, it's on sale right now and will definitely run on your toaster. I'd describe it as a mix between total war and paradox games, you can do a lot of diplomacy based things, but there are also battles where you can command your own units.
If you want more autism in your strategy games and don't mind fiction you could try your hand at some 4x games like Distant Worlds: Universe
I really like that you can have battles running real time along with the strategy phase.
