When you get to the dungeon part, after a battle you play a little card shuffling game.


Sometimes it'll be items, money, or a persona.
After that you can just starting fusing personas together and fuse the perfect killing machines.

Think of it like a stater Pokemon. Once you go into the first dungeon killing enemies has a chance of giving you more Persona. The game does a decent job of explaining how the system works. Only tip I can give is wait until you unlock the compendium before you get rid of or fuse any Persona.
