1 & 2 weren't released on PC or consoles because SEGA felt they would be dishonoring the exclusivity deal they had with Nintendo at the time. Why they haven't put them out now that the deal is done, I don't know.
There was a rumor that there will be a Sonic collection for Xbone/PS4/PC coming in the future with 1 & 2 included, but it's just a rumor.
3&K won't ever have a chance at a new version until SEGA finds a way to get past the music issues.

They did pretty similar, solid ports for sonic 1 and 2 but they're mobile only for some goddamn reason.
they're never doing 3/K because that shit has legal issues with the music I think. Might be total conjecture but the only rereleases of that game that weren't just roms on an emulator changed some tracks so that's my assumption anyway.

Simply put, the Taxman versions are actual HD ports rather than a ROM thrown into an emulator. They also add some new things, like Hidden Palace Zone in Sonic 2.
