Play on the harder settings and you'll find that the enemies will unload their entire mag on you nonstop and never run out of ammo.
They were trying to make a linear story-driven action game, the kind of game that can justify AAA budgets these days.
In order to make a proper Hitman game next, they had to bend over for the episodic model.

it's fun in the sense that garry's mod is fun
it's barely defined, a kind of sandbox with a general over-arching theme of being an assassin, but it's a far cry from a full-fledged game with direction and purpose.

>each level is just blood money's tutorial
>most assassinations in a level take place IN A CUTSCENE
>checkpoints in levels are broken
>way too many hiding spots (closets, bins, etc)
>level design architecture repeats itself in certain levels
>generally uninteresting
Compared to BM's levels which are
>ranging from large to HUGE
>offer a wide variety of options without guiding the player's hand
>contain a unique setting and backdrop EVERY TIME
>not hallway simulator at all
that's not artificial difficulty
that's enforcing a mechanical rule
"not being realistic" is not artificial difficulty, games have no duty to abide by real-life rules
SO WHAT'S THE STUFF ABOUT AGENT 47 HAVING MUH FEELING
They made an excellent Hitman game that has near-universally positive reviews on Steam. It's better than Blood Money in some ways, worse in others.
Superb atmosphere. Actually has a story.
