How come OpenTTD is stand alone but this isn't? Aren't they the same studio or no?

OpenTTD is older and TTD has a lot less assets. RCT ride trains and pieces are all 3D-rendered, so for each ride there's up to a thousand sprites, which is too much effort for volunteers.
