I assume so. In the German version this level was called "Atlantis Aquaria" so I always assumed that it was meant to be set in what's part of a sunken city.

The painting suggests they met with a pretty gruesome end at the hands of giant scuttlebugs.
For the water temple in OoT, I always saw it like some sort of "Zora city", in which the Zoras can live easily in the temple if it's all water, but can change the water level to confuse enemies and ward off invaders.
Like if an enemy comes in, and the water level is at the top: they can drain the water, leaving the enemy stuck at the bottom, and the Zoras have the upper advantage where they can snipe away at the enemy with fins or arrows.

You see decades ago when Nintendo was founded, it's creator had a daughter, Tei Yamauchi who was an amazingly gifted psychic who received horrible visions of the end of the world or rather what would happen after it. She would wake up in tears on a routine basis from the horrible things she would see and draw.
This spurred her father into taking action to help prevent such a horrible future. He say the horrible destruction and lack of care humanity had for the world even then and decided that the adults were already a lost cause.
And so he targeted his products towards children and those with a youthful mind while secretly imbuing hidden messages of the terrible future yet to be wrought upon the world as a way to subconsciously push the idea of preventing that onto the populous.
Now you see this theme in almost all of Nintendo's games, Zelda often takes place in or with a ruined place forgotten by time, metroid has you exploring dead civilizations, Splatoon is about a world where humanity has gone extinct leaving sealife to evolve and become the dominant species.
The picture in the OP is actually one of the few paintings Tei made that has survived over all these years detailing what she saw of the terrible fait that awaits us. The original still lies safe deep within the Yamauchi vault in the 5th sublevel of the Nintendo basement at headquarters right between the frozen head of Gunpei Yokoi, and the preserved testicles of Mr. Iwata.
The meaning behind the picture is the effects upon the middle East in the unknown future after climate change has decimated our world among other things. Wet dry world was meant to subtly give players the idea of quickly rising and lowering water destroying cities and the human lives therein before ultimately flooding everything after the ice caps melt. They included this painting as the background to help pay tribute to Tei and help her message live on.
