I don't recall the storm actually being caused by anything, it's linked to time travel despite there being absolutely no evidence that that would be the case
If changing fate actually was the catalyst then going back in time and trying to put things straight would be even more counter intuitive because the actual solution would be to stop doing it at all because in the end you're still trying to change fucking fate because you're not happy with what you got.

Eh? The storm was caused by Max saving Chloe in the bathroom. It's called the Butterfly Effect. Changing the outcome of something will have horrorfic effects in the future.

There was no reason for the characters to think this because it is not a reasonable conclusion.
It's equally likely for there to be a storm if Kate dies, or if dog man dies, or if fucking anybody dies by that logic.
The reason it worked out like that in the end is because the writers of the game are fucking hacks and didn't know how to end the game with an actual choice and instead went to "brainless retard makes a dumb choice because she can't think of doing anything else to get herself out of the situation."
There is absolutely no reason for the characters to think "oh, if this person dies, there's no storm." They legitimately just assume that will be the case with no evidence and don't think about any other option. They didn't know the storm would stop until AFTER they did the thing they thought would work for no reason.

Episode 5 had a lot of really cool things going for it, but they dropped the ball entirely. As many stated, the writers wrote themselves into a corner and had to cop out somehow.
If a season 2 ever came about, I'd love it to be Max living that same week with Chloe dead except nothing about the storm changes. Time travel shenanigans could ensue and we could watch Max cry a whole lot.
