Mukai is the true boss.
Abel is the boss you reach if you don't do very good. He's Rugal's son, and he uses his moves. He's also kinda like a "Rugal-lite", since his moves are weaker versions of Rugal's (Abel's Genocide Cutter is a super, while Rugal has it as a special move).

Considering this is a game where everyone has a bunch of music references, I wouldn't be surprised if it was one.

One thing I hated in GG was how the opponents wouldn't try to IK you if you didn't use it against them first, but the last two opponents would do it anyway. You had to always be prepared to counter their bullshit.
