Me? I'm thinking flooded vaults because you can't have long term subterranean structures in that region, they flood. But that was generally understood to be one of the consequences so the experiments in the region took that into account. Something, something, failure of generation ship systems, limited resources etc.

Anyways the PC is forced into the flooded ruins of 'Nawlins, the mississipi has engulfed the city but prewar reinforcements have lead to sections of the city and buildings that are reinforced against the water. You're left with a have/have not situation where some people are left trying to find habitable regions in the jungle outside the city while others fight over the decaying ruins and their remnants of old war technology. Main overarching theme being control of the nonflooded regions as well as the farmlands on the edges of the river.
