To be honest? I don't think you can save it. But what I'd like to see is a new game.
Imagine this.
TF2's lore has been introducing a multitude of characters apart from the main mercs. Miss Pauling, the Admin, the Hale family, the Manns, Abraham Lincoln etc.
Now if I was Valve and as a result loved money more than anything, I'd make an Overwatch clone-ish game with the 9 mercs along with a bunch of the side characters introduced. I'd even argue that the current comic run seems to be going into this direction with all the old mercs running around and a definite endgame in sight.

remove DDS sandman and CaC from the game
give LnL and razorback a meaningful downside
make pyro flamethrower have a thinner cone with slower projectiles. think syringe gun but with a wider stream. flames now require skill. greatly boost damage to compensate for the increased skill requirement so pyro can finally use his primary in fights
change airblast so it actually pushes people back instead of being used to keep players from moving. this indirectly fixes the reserve shooter as well.
nerf DR because it is by far the biggest crutch in the game
As for heavy I have no idea how anyone could make the class stronger without being OP. Its just so not fun to play

I like your idea on pyro especially since it wouldn't be a nerf or a buff. This is important because pyro doesn't need a buff or nerf. For the loch and load, I think it doesn't need a nerf especially since it's more of a side grade to stock ever since they removed the damage bonus. For the razorback just make it so you can't be overhealed above 150 hp

1 less pill doesn't matter much when all 3 are much easier to aim.
the projectile speed on the LnL is what contributed most to its shittiness. it was easier to aim and did more damage. now its just easier to aim with a viewmodel meant for 2 pills. the ONLY downside to the LnL is one less pill. the other downsides are trivial.
If valve removed the DR all the shit spies in the world who used it would switch to IW and within 24 hours be twice as good as they were with the DR.

Improve the sound quality.
Right now everything is mixed at full volume which causes constant distortion, resulting in listener fatigue that makes it difficult to play for more than 5 minutes. Overwatch has a noticeable edge over the game in this regard.
The solution is for someone to mod the game so that sound mixing happens after the volume control rather than before, or reduce the volume of all sound effect files.
