It has 3 good songs and the title track is filler.

Children of the Damned is the best song on the album. Its fucking amazing and one of the best songs ever.
Kind of like Heaven & Hell from Sabbath. H&H has 8 songs, 4 of them are absolute gold, rest is fillers had best, yet it is regarded as one of the Best Sabbath Album (at least for those who aren't retardedly saying Ozzy is the one and only singer that matter). Mob rules is more consistent, have less filler, but since songs does not top Heaven and Hell or Neon Knight, people usually like it less.
Same for TNotB: Hallowed by thy Name and Children of the Damned completely make people forget about shit like Total Eclipse.
That said, I saw them live again this year, fucking great tour.
It's a lame ballad that's notable for excellent singing on the second half.
Compare it to something like Infinite Dreams and it's flat, undynamic and boring.

I actually like Ganglands better for some reasonj even I can't rationnaly explain, that's why I put Total Eclipse instead, but heh, both of these song looks like weak-ass filler next to some Masterpiece present on the album.
That said, I think The Prisonners, Invaders or 22 are often overlooked and underrated. Any other band at the time would have been fucking proud to write that and people whine because it isn't exactly as perfect as Hallowed or Children.
Wasted Years was often in the set list, it's actually the last song of this year setlist.

They didn't set up properly in Tacoma, and were WAY too fucking loud. Plus, the crowd was packed with casuals.
Oh, and the first half of The Red and The Black was terrible.

Somewhere in Time is pretty much the musical peak, because they were all burned out and Adrian Smith ended up writing most of the album for Harris, regardless of what the writing credit says.
You literally just picked the worst Harris "epic" and one of the most filler songs they've ever written.
Fucking what? Revelations is forgettable? It's one of the best songs they've ever written. Still Life is better than Icarus by a landslide and Die with Your Boots on is just a better Trooper.
The problems with the album are that the sounds are worse compared to NOTB, the drumming is boring and the songs lack energy. They couldn't fix this until Somewhere in Time.
