Rolls in this game can only be punished hard and safely on prediction not reaction.

Once you see Mario in his roll animation it's already too late to punish him the safest thing you can do is roll away.
You could gamble but most players immediately input buffer a attack, grab, spotdodge, shield or another roll immediately after rolling. So Smash bros is actually a gamble based game not a reaction based game.

Here are some bullshit examples of rolls being too safe in Smash 4.

>Marth does Jab 1 on Mario's shield
>Waits for Mario to roll
>Does an F-smash in reverse the second the roll is noticed
>Mario powershields the F-smash
>Marth takes a huge punish even though he correctly predicted Marios habits

>Ganondorf spaces a down tilt on Marios shield
> Mario rolls behind Ganondorf
>Ganondorf does a SH d-air to punish Mario's roll
> Mario power shields the d-air
> Ganondorf gets punished for reading correctly

>Little Mac hits Mario with Jab 1 into Down Smash while he is corned at ledge
>Mario rolls behind Little Mac after Jab 1
>The possibility of Invincibility frames protecting Mario exist
>The possibility of Mario power shielding second hit of D-smash exist
> It might work but its still a gamble
> Mac is forced to take an inconsistent risk even though he correctly guessed Marios habits.

>Captain Falcon does jab 1 on Mario
> Runs backwards and comes back with a Side B
> Mario rolls towards it
> Mario power shields the Side B
> Falcon gets fucked into d-throw followed by multiple u-tilts.

Rolling in Smash 4 was not designed to be exploited. Sakurai intended rolling to be ultra safe because exploiting habits of bad players hurts their feelings. He would rather reward failure and punish success. Sakurai knew that good players would exploit rolls so he went out of his way to make sure rolls barely meet human reaction time and that if a roll ever is punished on reaction it will have to be good enough to make them regret rolling.
