You would be surprised by how fast Jack really is, I'd honestly say they're pretty much even, I've seen a few episodes where Jack pulls some shit off that even Raiden would have trouble doing. Jack might only be human, but he spent his entire life being trained by all of the worlds strongest and wisest, and he spent his adulthood running around a dystopian future world being hunted by the best mercenaires and bigger robots than metal gears, often fighting large groups at a time rather than 1 or maybe 2

Aku is the ruler of that future, every one lives under Aku law. In that universe, Samurai Jack IS a war criminal. He is constantly going against the law of Aku and slaying police robots that work directly under Aku himself.
And Aku probably offered Raiden an absurd amount of money. Raiden wouldn't have to take any more shady contracts again and could work for himself
Jack is pretty much jetstream sam if you think about it. Sam had almost no bionics or artificial enhancers of his abilities other than a really good sword and he kicked raiden's ass. Jack is capable of doing all the shit that Sam was capable of and more.

How solid is Raiden's black cyborg body? Samurai Jack without buffs could cut through pretty much everything in the series but these guys and the Scottsman's sword. Samurai Jack may not match up to Raiden in raw strength and tech augments but he's more skilled and talented in his sword skills and martial arts. I imagine Samurai Jack could match sword speed with Raiden's zandatsu. Were they to come to blows it would probably be decided in a few blows (Samurai Jack probably couldn't last longer than that) so what matters is if Samurai Jack could cut through Raiden.
