Not necessarily. I don't mind the plot and themes of the game but I do mind the lack of variety in activities, the absolute technical disaster on an aesthetic and mechanical level and the lack of cooperation and communication from the developers in fixing or remedying these issues.
Yes, they were quick to release the 60fps patch but it's clear the game is still not meant to run at it. In all honesty, I'd say this is worse than the Arkham Knight fiasco because at the very least, that game ran alright on consoles. Mafia 3 has these graphical and gameplay glitches as well as the optimisation problems on both PC and consoles, shit like the clouds shifting at an alarming rate, shaders going completely bonkers whenever it rains and you enter indoors, AI drivers getting stuck in loops of reversing and accelerating non-stop regularly, enemies spotting you through walls but then being too fucking dumb to come towards you once they're alerted anyway, NPCs getting stuck in doorways, the blurry as fuck TAA that can't be turned off, etc.
I'm not going to shoot them down because of shit like the lack of clothing and car customisation since they already said that shit is getting added later on for free but it's still lazy of them to not have included those in the first place. The whole game is just lazy. There's nothing about it that makes me go "Yes, these devs definitely put their all into making this." I can imagine the whole studio simply working at a slow as fuck rate while sipping their Starbucks before tottering off to talk about election politics instead of working.

Mafia 1 and 2 were designed by an entirely different team, who took to a realistic story inspired by Mob films set in the 1930's-1950's.
The new one takes a focus that the italian mob wasn't all there was- focusing on the black mobs of New Orleans around the early 70's, and instead takes on an action film plot of taking explosive revenge.
I don't know about all this, the game made me laugh multiple times.

Mafia, which was a fantastic game, was about an Italian taxi driver getting caught up in the mob, becoming a gangster and ultimately falling out with it because he was never really suited to that kind of life.

So I mostly agree with you, I don't know if it was an agenda as much as it was a shift in focus to be one of those 70's revenge movies. It still doesn't make sense in the series. I also think it's a lazy way to talk about the terror group BLM in a ham fisted sort of way. Mafia 2 was really well written IMO, the only thing that was interesting in Mafia 3 was the donovan character and what might have happened to joe. Oh and they had an entertaining old time mob guy sequence.
