To many, Symphonia was their first Tales game, and first RPG.
It was the FF7 of the Gamecube.
When a lot of Tales fans (at least, in the West) think of Tales, they think fondly of Lloyd and Symphonia.

Plus, the unique gameplay is part of what makes the series stand out. And to succeed and sell copies you NEED to stand out.

The 2D-3D interaction with the foreground and background gimmick would work perfectly for the 3DS.
