I think the issue is not whether or not they owe the MEDIA review copies, but this is a clear, deliberate attempt to obfuscate their new releases' quality so that people will buy them without knowing what's wrong with them.

They don't owe the media, but they do owe the consumer.

The media, as much as you hate them, were the only ones reporting before Fallout 4's release that it was a buggy mess. Certainly not most of them (most of them are glorified YouTubers now anyway), but some were.

Bethesda is guaranteeing that no one calls them out on their shit before their games ship, and all Sup Forums can talk about is "entitled journalists." That's exactly what Todd wants you saying, so that when TESVI comes out you'll preorder without being informed.

Journalism and critics are a secondary industry. They have no input to the video game's process and entire careers bank on the success of other primary video game makers.

They aren't owed anything.

However, Bethesda still comes off as pulling something very shady.
