So they are Cross-Naughts ->cross-naughts -> naughts and crosses, aka tic-tac-toe. This references that despite the fact that Mario is constantly winning, somehow, both sides end up at the Shadow Queen's lair together. In Tic-Tac-Toe, you can spend the entire game winning and end in a tie.
