The things that a modpack should unquestionably have:
>various options for improved graphics
>prevent obvious texture tessellation in large sections of bare terrain
>options to make Skyrim play like a normal RPG rather than making drops and enemy stats depend on your level
The things a modpack should almost certainly have:
>new terrain features
>better ambience and weather
>combat AI improvements, also affecting how enemies will engage in fights (so a powerful enemy won't focus wholeheartedly on a weak player, and a powerful player can scare off pesty brigands)
>combat where blocking and dodging is more effective if done right
The things a modpack should maybe have:
>khajiit having paws rather than weird feet, that's always bothered me
>more lethal combat
>nicer foliage
The things a modpack should have as extra downloadables:
>non-sexual character model/texture improvements
>sexual character model/texture improvements
I don't think this is a controversial selection at all, and all these mods exist, but no one's compiled them all.
