Not that I've seen. They're gonna fuck it up, though. The equivalent of Daytona today would need Ultra high end graphics. 4K standard, running on an engine better than Unreal 4.

We have the first preview of the game
>I have not played the original Daytona USA in a very long time so it’s hard to remember the handling but in playing it, it felt very solid. There is still damage that happens to the cars and you can slide off the track if you aren’t careful. It has pitstops too although I only watched someone else try that.
>The first, beginner track isn’t the most exciting, I prefer the other two tracks I played – either way this is a far superior game to NASCAR from a few years ago. There are a few “artistic liberties” taken with a couple of track aesthetics – mainly the removal of the slot machine stuff due to the locations this game may go to. I also saw the operator mode which is jam packed with options for the operator to enjoy. In particular if the game ends up at a Chuck E Cheeses, they have a preset “Kid mode” that it can be set to to make it easier for the little ones to enjoy.
>Graphically, this game looks very sharp. It runs on PC hardware (not the Sega Nu or Ringedge…maybe we could call it the Europa 2) and the color palette seems to be slightly over-saturated to provide that Bright Blue Skies look that the original game was known for. The cars are streamlined instead of having the chunky polys and the lighting is great, especially on the 3rd track where it takes place in the evening so you get some good shadow effects going on. You can also see reflections on your hood when in the first person hood mode. They also seem to be using anti-aliasing as I did not notice any jagged edges and the textures look great. It slightly reminds me of the KO Drive (a never released Sega race) look but further improved.

Doubt they will have trouble this time since the real Daytona USA said they were very involved in the game this time instead of the game having just the name and Logo on it (Sega's designers came over and photographed the track and Daytona gave them full access), were teasing it on twitter and they are hoping likely have some Daytona 3 Cabinets at the real race track by the start of next year's Speedweeks.
Plus licensing is way better these days compared to how it was back then when Sega's license, even kept Daytona out of the EA NASCAR games

They do but I've never heard of any commercial games being made with such hybrid rendering, and considering how far regular graphic tech got I doubt it's really efficient to use at this point.
Then again it would make sense to debut in arcades, I just don't quite believe this as I don't see Sega allowing this kind of budget.
Those exist since 2012, and were already used by games using sega systems. You can buy those Caustic Raytracing acceleration boards if you want, though they're pretty much useless with PC games because none of them use those, nor does DirectX support them. They can be used with the PowerVR API though (if you want you can try to run Quake 2 or Unreal on a machine equiped with such hardware).
Nevermind I've misread one of the posts earlier in the thread, it's the RingEdge 2 hardware that apparently have a Caustic r1200 raytracing-accelerator card (only according to wiki, all the other sources don't mention it), and the post said that the game doesn't seems to use that system (unlike what I misread earlier). Sorry for the big let-down.

When it comes to visual quality raytracing is still the best though.

Will the old tracks from the past games return for Daytona USA 3? I want to play through the Beginner, Advanced, and Expert tracks from the first game again.

This doesn't actually happen though. Go look up the reviews for the PS360 port of the first game. It usually scored pretty well.
And the licenses expired because SEGA didn't wanted to renew the contract because the games sold poorly in the first place. So it confirmed my theory, Arcade games sell like shit on modern console and PC. look m8, I really want to play those games on home systems, but those games really needs a context for being fully appreciated, and without a SEGA console, the arcade is the only right place for them

Just because sega doesnt make consoles anymore, doesnt mean that sega arcade games shouldnt have home ports.
The majority of modern segas arcade game ports are well liked and sold well, a lot of people are actually pissed at the fact of the retiring from store THE FUTURE OF GAMING COMMERCE, LADIES AND GENTLEMEN!
