CP2077 currently has more people working on it than TW3 ever did. Multiplayer elements and vehicles are going to be involved judging by CDPR hiring.
CDPR said quite recently that they are still planning to release two AAA games (not Gwent) between now and (the end of?) 2021.
I suspect that they will wrap up CP2077 by the end of 2017 to early/mid 2018.
