Google brings up nothing for me. Mods aren't as easy as they are for Skyrim.
There's no Ornitocopter overhaul guide or anything to break down and describe how to get that video's result, and I sure as hell cannot be the only one who wants to mod this game like that.

as for replacing characters download a mod that already did ie a big smoke mod to find out the filename for the 2 files, in this case bigsmoke is smoke.dff and smoke.txd which are the model and texture file respectively. Download your favorite weeb mod then change the 2 filenames of the donwloaded to the big smoke file name. Do this for every character as most human models work on all npc/player
Just remove the skygfx.asi in the root folder, no need to uninstall the game

Probably, didnt you install these yourself? The blur is an asi mod that is one file in the root of gta sa, as for fps I dont know, never used it.

There are, I recall there was program that literally installed mods for you and even showed a preview of the 3D model in a viewer.
I got it from GTAgarage back then, I can not remember the name, someone else might be able to help you better.

So that program there just rips out the two files that make a character npc (showing previews and whatnot) and just replaces them with custom mods if you have the (2) files?
It's still a matter of backing up the entire game folder in case you overwrite something like old Morrowind modding, right?

Also where do you get the best anime mods? I tried finding the obscure ones, and I remember coming across a japanese website that I thought had stuff, but it was either dead or I couldn't read the moonrunes correctly.
