Why is level scaling the problem? In any RPG, being level 45 will make you breeze through most things that challenged you at the start
That's true of nearly any game that makes the character more powerful. If you're marching around the starting area at level 45 that's also just boring as fuck, this isn't some "problem" that needs fixing.
Level scaling is redundant. The game already scaled out everyone according to levels. To make it dynamically change in order to neutralize the player's strength is likely just a poor way of covering up shitty design elsewhere.
every single fight in skyrim is a boring chore and against dragon it's even worse because you spend half of the battle waiting for the actual thing to actualy come into bow/sword range

Nah, never felt that way even at the beginning, because they throw the first one at you so early (and with so much backup) you know it'll be impossible to lose to it. Then you encounter your second and third and see they act exactly the same, except maybe there's the threat of them killing the NPC you need to talk to.
The only good thing about the "dragons" in Skyrim is that fighting them is such a marketing bait for casuals they won't be able to hype TESVI off that alone. Guess they're going to have to try thinking of ORIGINAL ideas for once.

It's not even just that. Fighting dragons was supposed to be one of the biggest selling points of the game, but they're super lame and uninteresting and flat out a massive fucking drag to fight.
Honestly, they're one of the worst parts of the whole game. It gets to the point where the attacks get more and more frequent and it starts to feel like you can't run anywhere without getting attacked by dragons. Even cities get attacked constantly.

Either focus more on deeper combat or focus on stats again.
Right now it's boring as hell to do melee combat. It doesn't matter if it's a mudcrab or a dragon, you attack it in the same way.
That's why everyone ends up with stealth archers - it brings in aiming and staying hidden, which makes combat a bit more interesting.

Completely overhaul the combat system. Either make it action orientated or more RPG based, you can't have both just because casuals like to pretend it's deep. Have enemies actually react to getting hit, add dismemberment or more kill animations if you have to, just fix the god damn combat.
Get a new engine to tell that fucking BIG EPIC STORY they want to tell so badly. If there's a war, actually have the war be a part of the world. And don't end your entire fucking game on 4 people going "Hail the dragon born!" In shit voice acting.
Get voice actors that can actually emote or go back to having it be 90% text.
Stop relying on normalfags to play pretend in the sandboxes and actually make a good fucking game for a change.

Once I battled a dragon while I was being attacked by forsworn in the highlands. They forgot about me and started targeting the dragon. Then, half-way through the battle another dragon shows up and wrecks the other dragon's shit

The ONLY two useful shouts were Unrelenting Force and Whirlwind Sprint. That's it. If you say you got much use out of the others, you're a fucking liar. Because with level scaling pretty often you just won't encounter those weak things at all anymore. Take Oblivion as an example. What should be weak ass bandits are now walking around in demonic enchanted armors of legend with magic blades of godslaying, better outfitted than the Imperial Legion. No more scamps for you to slaughter. No. Now you will face the xivilai at every turn. He will summon a greater clannfear which will itself summon a lesser clannfear. He brought a few buddies too and they're summoning also. They brought the whole gang to whoop up on that ass. You can fix that nonsense with mods but level scaling can be pretty ridiculous sometimes.
And that's what mods are for. Turns the Dragons back into threats that you need to consider regardless of level.
Especially after you give them a larger repertoire of shouts. Getting your weapon disarmed and then blown off somewhere, or getting shouted off a mountain tends to put a kink in things.

The series either needs to go further down the exploration, action, combat route (ie make combat fucking enjoyable and fix magic) or actually become a real RPG with choices. Skyrim ended up being an inbetween that had shit combat but an enjoyable world but no real choices that you'd expect in an RPG. If you fixed either aspect of skyrim it actually would have been a great game.
Plus IIRC Oblivion's scaling was so bad that once you get high enough the game was almost too fucking hard to bother with period. I think some people even said the game became almost unplayable after a certain point, but it's been so long ago I can't remember.
Being able to mix and match and make my own spells was fun though, making spells that let me jump over buildings and such.
