I mean, sometimes that is true. Like with NaughtyDog, if you'd read their dev diaries you'd see that characters like Nadine in Uncharted happened because somebody on team saw the male design and went "hey how about we make him into a girl?" The same happened with Drake's kid.
I don't mind female characters in videogames at all, but design like that just seems really crazy. If you can flip somebody's gender without second through, that speaks volumes about level of writing that goes into the games.

Similarly I find it hard to believe that many devs are making females protags of their games because they'd actually care about stuff, but rather because they want to be virtue signaling.
At least Japanese are honest about it. "I made protagonist a girl because I prefer cute girls to macho men."

I'm not defending that point and I've actually enjoyed what I've played of the game, but let me say this:

Most of the women are very snarky and bossy while most of the men are either emasculated or downright pathetic, only exceptions so far being the black dude and Adam Jensen. Gillian gets called a "fuckboy", like, 10 minutes in, and one of the guys is literally just a walking doormat for his sisters condescending attitude. Expecting me to take Jill's silly lesbian affair of the past seriously and feel bad for her was a little jarring.

That said, I'm not saying this game has an agenda, its either reflective of the authors view on the world or he was doing this on purpose since this plays in a dystopian future and a bar is a place for broken people. I choose to believe the latter, it makes sense that way, though I don't believe the author was really thinking that far ahead.
