The land mine is designed to be used in conjunction with the steel trap. If you have junkrats who are just throwing it around as their 6th primary fire than they're probably bad at him and aren't worth your time.
Sure, junkrat can do damage without aiming, but the rest of the hero roster can do far more damage by aiming.

Pro picks are objectively the top characters in the game because they're based on which characters work best if the players aren't retarded and work as a team, without overweighting pro players who are hyperspecialized in their specific mains like Misfits. Judging characters based on low-skill play is fucking retarded because shitters will be shitters regardless of what character they play and the least bad player in the game will dominate regardless of what character they pick. A Torbjorn can outheal a Lucio if the Lucio player is sufficiently retarded, and a Mercy can get five golds if the player using her is good and stuck in a game full of morons.
Balancing the game around pros leaves out the vast majority of the fanbase. We paid for the game and objectively matter as well.

for the most part, balancing around the pros has a decent trickle down effect.
Scrubs (usually) can't take advantage of the OP needs to be nerfed, it doesn't affect them.
Meanwhile, stuff that's weak at the pro level gets buffed, making it easier for scrubs to use too.
Finally, stuff that's OP at the scrub level doesn't matter. Players (usually) get better over time, not worse. You learn to adjust to Bastion or you stay bronze forever. If a player can't get better, that's on them.

The only example I can remember of a character that was shit at a pro level being nerfed due to complaints by low level players was Spirit Breaker in dota 2.
Pro players hadn't picked that hero in years and he got a nerf despite having a 50% winrate in pubs simply because people whined loud enough.

Blizzard has also outright said they're never going to buff defense characters too much because low level characters find them annoying to play against, so have fun never having a defense character relevant ever beyond desperation stalling as Mei.
76 got buffed. The two have an inverse usage relationship

You're overusing your cooldowns. No one in their right mind would set a trap, change their position by mine jumping and getting an air grenade. Airtime is too risky. Just admit you're so shit at aiming your primary fire and you use the mine for quick 120 damage.
Soldier got buffed and there's only room for one medium range hitscan character.
At high level play in arena shooter types it seems to always boil down to mobility being king, it's hard to have a defensive character in that scenario unless they're literal bullet sponges or can remove mobility.

Honestly I feel like McCree needs a new quirk. Perhaps a roll refresh every elimination similar to how Genji's dash works? Perhaps having lower reload times and more horizontal mobility could make him half decent against the aggressive tank meta.
I kind of miss when Pharah was comparatively good. Talespin was a fucking madman at Pharah v Pharah aerial fights.
Blizzard's in-game definitions for attack and defense characters seems to boil down to mobility vs. damage, but in practice most of the attack characters are high damage anyway so why bother ever picking a defense character when they have neither overwhelming firepower (aside from Bastion turret which is ridiculously easy to counter) nor adequate mobility?

She's too easy to pick off, and her healing doesn't make up for it. Lucio is almost a requirement with his speed boost, and light all around heals. Ana's ult is pretty OP, and her heals are nothing to scoff at. Zenyatta has alright healing with some serious damage output.
Detritusrodent suffers from the same problem old beta TF2 demoman does, which is that his pills explode and do full damage when walked over.
I think if Blizz gets rid of this ability and gives him more satchels they would clearify his role as a more technical area denial specialist, and not just a spam specialist

Nerfing Lucio's healing has just led to pros giving up on sustained healing, so they roll three tanks for survivability, Lucio speed boosts most of the time so the tanks can get into close range where they're most effectively as quickly as possible, and the supports just focus on charging their ults as quickly as possible.
Unless Misfits are involved, pro matches have devolved into "first to break the enemy Rein shield wins"

JR is extremely situational right now. He needs a good buff to make him a more viable pick.
The problem is, he's in the same spot as Torbjorn and Bastion. Against new or unskilled players, he's extremely devastating. But once you get to around Platinum, he's fucking pathetic. You'll be the first pickoff next to your healers.
So if you buff JR to make him more viable in higher ranks, you make him a must pick at lower levels and he goes from frustrating to play against to "FUCK YOU BLIZZARD IM UNINSTALLING THIS FUCKING PIECE OF SHIT GAME"
And even if he were to get a buff, I'm not really sure what they could do. His damage is fine, but his control of the damage is limited to his trap and mine. Maybe they could add in a sticky grenade functionality to him? But even then, that doesn't really change him much, does it?

D.Va is a near must pick nowadays. They changed her shield mechanics so she's more of a viable tank, gave her more HP, and increased her movement speed while firing and changed her spread a tiny bit.
She can soak up pretty much any damage ult, too. Just has to stand on top of the ulting player and it's negated most every time.

yeah reapers not that good against them. or its probably just a testament to how good the tanks are. hog 1 shots him, 40+ charge zarya solos him easy, and dva can shred him and deny his damage.
Her movement buff was pretty significant. Main issue is she got a health buff too, making her an insane Ana target. If anything Ana's burst healing/nade combo'd with defense matrix is the only reason she exists in the B tier.
Phara's fine right now. with the mercy self healing buff the combo is near unstoppable

I think people have a misconception about Junkrat. He's a good character that has a high damage area denial kit, but he just doesn't fit into the current meta caused by Ana. Junkrat isn't good at getting impact frags which more or less causes Ana to heal the target back up. Ana charging her nano boost faster is much more significant than Junkrat charging his riptire quickly because nano can be potentially game winning while riptire fucking sucks.
You're fucking retarded. Mine is the best controlled fire ability JR has. You toss it over shields or in the air to take out flying targets. Anyone who uses it just for the trap/mine combo is a shitter and is bad at JR.

600 HP and 25% increased movement speed while firing. The +100 HP is exactly what she needed to not die so easily combined with boosting out of danger. Defense Matrix can soak any projectile including ults like Zarya's Gravitron Surge, Mei's Blizzard, Pharah's Barrage, S76's Tactical Visor, etc. D.Va moving faster than other tanks like Reinhardt and Roadhog makes it easier for her to help push and Defense Matrix soaking everything can provide good cover for someone else to destroy turrets, Bastion, etc.

Give her the ability to do other things than just hold down LMB/RMB for heal/boost. That's her biggest downside right now.
maybe give her a triple beam staff that pulses everything constantly. Healing Beam, Power up Beam, and Attack beam. Each has very low output until you pick one to focus on. Like Lucio's choice between extra speed and healing, you can switch your focus really fast based on what you need to do.
Oh and I forgot to mention: they're auto-locking at very close ranges, like Winston's pulse cannon.
The best way to rework McCree is to make him a short range duelist
Roll has i-frames and insta cool downs when you get a kill while his range is nerfed. Now he can exist alongside 76, with them both serving different purposes
