TF2's been dead for a while. Overwatch isn't overshadowing TF2 in popularity because of competing with it, it's because it's filling a void left by TF2 in the wake of the great Hat Fortress collapse.
Valve has pulled out of anything that takes effort or requires minimum standards.
Them not doing more to foster the mod scene on their FPS games was stupid as fuck. Turning mods into full fledged games is at least half responsible for their success, not helping create a new base of mods to draw from was short sighted.

Simple; have the team in TF2 only think that they are within the 1950's-1960's era while the rest of the world is advanced as far as Overwatch is now. It would explain all the complex screens and microphones that the administrator has to communicate and witness the action. Also explains on how they have access to all these crazy weapons and cosmetic that seem to clash with the time period. They could even do a thing with Gray Mann being a lead supporter and cause for why "The Omnic Crisis" got out of hand so badly in the first place...
