GTA IV was special it's a lot different than the other main GTA games. It's way more realistic, darker and more grounded. It feels experimental in a lot of ways.
It was a new generation of consoles, a new engine, so R* probably thought it was a good chance to to experiment with different gameplay mechanics.
To bad a lot of those mechanics which were good got removed in the next game.
