It's overrated. It's amazing when you live in a place that's warm and only gets snow maybe one day a year, if that. But if you live somewhere that it snows regularly, it's more annoying than anything else because nothing shuts down and it's just an inconvenience/danger.

Majora's Mask has a 10/10 winter village + dungeon, you can stay there and play it every three days
Skyrim can be damn comfy with mods and no fast travel. If you manage to get hooked it won't let you go easily

Anything you want to play really. All memes aside Undertale is really comfy, I played it last winter. Stardew Valley is also a comfy game that is fun for the first 40 hours at least.
I always replay MGS1 every year around New Years. Maybe it's the winter setting or I'm just trying to find an excuse to replay it yet again but it's sort of a tradition for me.
