Both were wrong. The Traveler was wrong to insist the Potion-seller sell him one of his potions when the Potion-seller refused. The Traveler doesn't know anything about potions, so he shouldn't insist the Potion-seller sell him one when the Potion-seller knew that he'd just die.
The Potion-seller was wrong as he is obviously quiet skilled at making powerful potions, so it would entirely be possible for him to make a weaker potion for the Traveler better than any other Potion-seller could. They're both wrong due to their own arrogance and confidence in their abilities.

The potion seller should have let the warrior use one of his potions.

The potion seller trusts the traveller. He knows he will succeed, and will give him his strongest potions when he returns.

I feel alchemy done properly will be achieved in the potion making process. But I can hardly see how it could be fun to make dozens of the exact same powerful potion to use in every fight, so i guess how the potions are used and giving you reasons to make a variety of potion is important as well.

Potion seller. He shouldve sold him moderately strong potions that he could actually use.

But the knight demanded his strongest potions. He was being stubborn.

It should be about:
- Hard to make yet powerful potions
- Situational potions in almost every case
So the idea is that a good alchemist is distinguished by his ability to prepare and research. The game as a whole must then lend itself to that concept: it must be possible through the player explicitly going out of his way to figure out fairly long in advance about almost any enemy you might encounter in an area. The almost part is because it's still important for there to be some (albeit limited) surprise. This results in the following:
- The player knows where to go to collect alchemical ingredients which he needs for the next part;
- The player knows what he'll encounter, and thus which potions he needs to brew.

Ultimately, the potion system in TW2 was almost good, although having to mediate to drink was kinda dumb. Compared to TW1, the way potions were made in TW1 were more sensible (i.e. you really had to go out of your way to make them) but still too easy. Also, it was too easy to make batches of pots in advance and just chug generic pots (i.e. that are useful anywhere, like blizzard and swallow). In TW3, potion refill is complete cancer, but potion creation is usually at the right place (upgrades excluded), where you have to hunt for specific enemies for mutagens.

The potion drinking model should be similar to witcher mutagen decoctions in TW3 when playing outside of the alchemy branch: they are strong, but you can only drink 1-2 in a fight, and they are hard to make. These should be your bread and butter and what decides the fight. Further potions should be used for assistance and should be less limited.
