Except he does the most DPS now no contest, and it's hitscan.
If any team has soldier and the other team doesn't, the team without soldier loses.

The game is already balanced enough, there's no one deserving a nerf right now.

Might be true in top ranks and competition.
But in general, he's fine. It's not a character anyone can pick up and own a whole team with without a decent amount of practice.
