Because AMD makes SoCs, you can get a GPU and CPU combo from them instead of working with separate companies for both. It's just easier. Also AMD is cheap.
AMD doesn't have a mobile SoC with acceptable perf/watt which is far more important in battery and heat constrained systems so nintendo went with nvidia, there was likely a lot more competition in this choice than with the home consoles though as nvidia isn't really too different in quality from vendors like qualcomm, samsung or just slapping their own ARM cortex chip with a 3rd party GPU vendor like powerVR or Mali, but it's so much less effort to just get year old tech from nvidia, and nvidia probably cut them a good deal, samsung and qualcomm's top end chips are usually enormously expensive.

We don't know for sure yet but AMD is claiming that core to core watt to watt performance will be able the same as haswell/broadwell, so a little behind the latest intel chips but by nowhere near as much and the single core performance improvements are the most important part, it will be a massive improvement over FX chips as long as they're telling the truth.

Performance wise Nvidia is the best in the arm market, they blow the ever loving fuck out of every other SoC producer. But they don't have any patents or skill for things like modems and the like so Qualcomm monopolizes the market despite being one of the worst performers.
Nvidia has been desperate for over a decade to get a foothold in the APU space, and they were 10,000% anal-devastated when they were repeatedly denied an x86 license.
Their 2011 lawsuit verdict got them a $1.5B payout over 6 years, but Intel's switching over to paying AMD for protection patents moving forward.
Tegra is used in some designs, but honestly PowerVR and even Mali slaughter them in sales, and ARM APUs have no prayer in enterprise/HPC, so they're hunting for scraps with deals like this one with Nintendo.
AMD isn't capable of producing ARM chips as efficient as anything close to Tegra. Actually I think AMD only started making ARM chips last year. x86 wasn't going to work for a handheld.

Nvidia was NOT in 360. That is what killed backwards compatibility. Nvidia was shitty business partner to MS during OG Xbox era and then did the same to Sony with PS3. I hope they learned their lesson for Nintendo.
Console brands just want the cheapest. That's why they go with AMD. Nintendo went with NVIDIA for portability of their Tegra chip because they're making a handheld.

Mobile CPUs don't actually make very big improvements every year.
You get fooled into thinking they're doing something because they keep adding cores when they can't think of any other ways to improve performance.
Single core performance stalled in 2013 with the cortex A15, Krait and apple A7 and only recently improved with the cortex A72, kryo and apple's A9.
All these CPUs released within about a year of each other toward the end of 2015 and early 2016 so it took them about 2 and a half years to make any actual architectural improvements.
You are however correct that mobile CPUs are improving faster than intel's though
AMD was the only option that could provide both an x86 CPU and a quality GPU.
Your only other choice to use the same supplier for both is Intel and their graphics technology is so bad they just licensed AMDs for future chips.
Zen will close the gap, but it still has a-ways to go.

Atom CPUs are actually behind cortex A57 in ARM optimized workflows and cortex A57 is old tech.
Nvidia getting a x86 license anytime soon is even more impossible that their patent agreement to allow Intel to make their integrated GPUs is expiring in march and all signs point to Intel just paying for AMDs patent coverage.
Their is no future in Intel mobile solutions. Intel is leaving the market and Microsoft is focusing on emulation for ARM chips. ARM is the only solution that makes sense and Nvidia makes really good ARM chips along with supplying the graphics solution.

The kirin SoC leverages gpu performance for more CPU cores.
Each core is comparable to a snapdragon 820's, there's just more of them.
It's a fine compromise though, android doesn't really have any GPU intensive games and the kind of phones that are likely to have a kirin put into them usually have 1080p screens so their performance ends up comparable to sd820 phones with their stupid 1440p screens.

In recent years CPU performance advances have been most helpful in battery life bizarrely.
As perf/watt goes up the amount of CPU load needed to drive web pages and video decode reduces so the device uses less power while doing the same tasks.
Other than that i'm afraid I can't say there's a point.

In 2013 youtube change their encoding system to a more powerful compression and it made a lot of smart TV and even some older phones completely incapable of playing video or HD video they were able to decode before.
My phone can handle it because it had a snapdragon 800 but it does get hot when playing videos now.
