I'd assume that rescue personnel wouldn't want their target to pick up a gun at all, as it would present another variable outside their control. For example, this person may not follow orders, may not be physically able to fight well, may turn the gun against the rescuers if they disagree with where they're going, and so on.
Letting a VIP use a gun is unprofessional as fuck and a recipe for disaster unless he/she already has some form of proficiency.
