Volgin was an unrepetentantly evil person who enjoyed killing, torture, and sadism for the sake of it. Even Revolver FUCKING Ocelot thinks he's scum.

Honestly, him saying all of that shit about wanting to unite the world clashed so hard with the rest of his character that it wouldn't surprise me if it was just him mimicking what The Boss had suggested.

His actions almost led to nuclear war. Plus he was just a straight up psychopath.

Yes. He's probably the only straight out villain in the series. Doesn't have many if any redeemable qualities and is comically evil. He's a james bond villain so it makes sense.
