They experimented on the body of what was essentially a god. There's probably nothing worse or more taboo in the Bloodborne world. yeah the church had created a narrative that they were the good guys who try to stop the scourge and heal people, basically Ludwig armed the general populace to participate in the hunts, they basically made the victims of a disease they spread the bad guys (the beasts). Still it sounds like hunters as they are known in Yharnam weren't formed until after Laurence started passing out the Old Blood.
