So then you're not getting stronger now are you? There is no progression in terms of strength when that doesn't actually make a difference.
The right way to do this is by introducing new mechanics and elements by bringing in new enemies as the player gets new weapons/skills to use against them, just having enemies get more health and damage as you level up is a really retarded replacement from designing actual enemies that progress in difficulty in parallel to you in terms of mechanics, not just numbers.

If it didn't have scaling then the game would have a backwards difficulty curve. A game that gets easier as you play it is a bad game.
The only other way to do it other than scaling is to use the WoW method where you can only go to certain zones at certain levels, which defeats the fucking purpose of an open world game and just makes everything extremely linear.
