It would only be a scam if they used the e3 demo to advertise the retail release. Which they did not. It was an early pc build of the game that had to get downgraded when they worked on the consoles.

The only real gripe you can have is that they intentionally downgraded the pc version to have parity with the console games. Which is shitty but within their right to do so. It also means that more pc could hit max settings and run reasonably well.

There's always a tradeoff.

This is the biggest part to remember when purchasing Ubisoft. Other titles don't seem too bad, but these franchises are shit and have been ran in to the ground far too much.
