Instead of answering your question directly with what I think may be the truth I'm going to answer you another way.

How exactly should indie games be rated? Is it truly fair that indie games should get reviewed by the same standard using the very same scale that AAA games get reviewed by? I'd argue that the review system itself is already seriously flawed.

That alone should tell you everything you needed to know about this picture.

They're right though. Undertale's greatest strength is the way it merges gameplay and storytelling. As a story or a movie, it would be mediocre.

Also Yakuza isn't that great, honestly it's a 7 for me. Maybe less, 6 and 0 have been pretty lackluster and they're going overboard with the minigames instead of improving the core combat, 3/4 of the combat styles for Kiryu in 0 are slow as shit.

They are trying their best to solicit the audience that gives them the most money. They do it by holding up a mirror to whatever's flowing through the minds of typical game journalism readers. On a 100 point scale, giving a game a 10 means it's in the 99%th percentile. While it has a number of flaws, I don't think saying Undertale is in the 99%th percentile of games is unreasonable.

Given that DOOM's release attracted all sorts of political attention, I think it's safe to say you've never been alive in a world where games were non-political.
