She's the big bad of Heroes, but she seems hesitant, so some larger evil is almost definitely channeling through or using her. She'll be recruitable once you beat her in the Story Mode anyway.
The one with Severa, Owain and Inigo. They get a wish from good Anankaros, which they use to restore that time bank to life. Plants bloom, animals thrive and humans are healed.
They also wish for everyone who died to get a grave. And they're thanked/cheered by their parents and Robin's spirit.

You don't, at this point there is literally no point in voting for anyone other than Lyn or Lucina, since only the first place female gets a special costume. Lyn and Lucina are absolutely dominating everyone else, Tharja is 3rd and Camilla is a little further down the list.
