Yes and yes.
It's even better than Hearts of Stone.
There is tons of content and the new area is gorgeous. Some of the side quests are pretty humorous and neat.

I didn't check for new haircuts, but there is a barber shop in the new city - so maybe?
They did add armor dyes so you can change the color of any of your armor pieces. They added new armor sets including new Witcher sets. They added a bunch of new horse items so you can decorate the way Roach looks. They also added an estate that you can own, upgrade, and decorate with paintings, trophies, swords, armor sets, and even plant herbs.

Personally I liked the story in Hearts of Stone better but this one is not half bad either, especially if you've read the books and already know some of the characters. There's enough content in this to last you about 40 hours if you want to find and do everything.

The story is not as good, but is definitely worth 15$.
Also it lasts something like 20-30 hours and adds new skills, making ng+ way better.

It is a better expansion pack but the main story of it isn't as good as Hearts of Stone. But it's still a good story anyway.

I'd argue if DLC wins RPG of the year award over full game releases in the same year, it pretty much says said DLC is worth the asking price.

I went and read all the books just cause I loved this motherfucker so much.
I wouldn't say better, but it is stronger in the areas Hearts of Stone was weakest.
All in all, both expansions are absolutely essential if you enjoyed the base game.
